Irrelevant. The Constitution explicitly says the president has this power, and every president up to Nixon used it. Judges don’t magically grant or withhold powers. They have no power to do so. We’re not discussing what judges do or don’t do. We’re discussing what Trump does or doesn’t do.
And Trump has chosen not to do what he is legally allowed to do simply because a judge illegally said so.
