Control the Arctic? From Russia and china, why didn't any of those countries already do this? Probably because it's not actually strategic and getting the resources hasn't been worth it. But, that will change. Hell, we will be mining landfills for metals one day.
I guess they may be anticipating serious EU rebellions and want a proprietary base close to european soil so if nato falls and states recover the USA bases they still have a say in europe.
