We all can agree on lockstep and the pandemic, but it's debatable to what extent are things scripted and micromanaged and if there is unity within the technocratic elite behind all this. It's very hard if not impossible to run such an organization, which is essentially a giant corporation (SPECTRE), and not get disagreements and fractions (like in the mafia model).
