Yes, much of the road work in high traffic areas occurs at night. They bring in very bright lights that are mounted on a trailer with the generator to power them. It's also common for road work to be done at night in the desert southwest during the summer because of intense heat. It's typically safer for the workers at night if appropriate barricades are in use. I still think something is fishy about this though
