Unless 100% of the population has a brand new phone not having text is a red flag. It's on a different protocol. When the earthquake cracked the Washington monument we had no cell service but could text.

You said ”we had no cell service but could text” which cannot be true because * Because SMS and MMS are sent over a cellular network* so if you don’t have cell service - you cannot text because SMS requires cell service to work.
