The attack was entirely unprovoked and not a robbery. Philip Todd said Neal didn't say or demand anything from him. I would say there wasn't even time for him to get his knife out of his pocket, so he must have already had it in his hand. It was Neal against two adult males and straight to attack mode.
Not a professional hit. He completely failed to take out the target, and it looks like he attacked from the front rather than from behind, which would have given him a great advantage. It was also broad daylight, he neglected to wear gloves and he dropped his knife.
The most telling part was the end, where he walks off completely calmly. His weapon was inches from his face yet completely ignored. He doesn't fear counter-attack or pursuit, or even look for it. His triggered program was now completed. Think Mark David Chapman.
This AP article cites the BoP as saying that he had been released after earning "good time credit", so it wasn't like he was just trying to get back inside. I would say it's also consistent with Someone arranging for his release when his "unique set of skills" was required.
There had, of course, been plenty of time to work with this guy (from a DailyMail article):
Records show Neal was released from [federal] prison one day before the attack after spending nearly 12 years behind bars....
And now this beknighted pimp can go right back to the hole until his unique set of skills are again required.
