I thought V said there isn't a good place to be because the ground will be unstable, and the oceans will go completely across America. I remember he said the US government realized very late in the game they put the DUMBs in the wrong place, but he said there really is no right place for during. He said after, people would be wise to go to wherever the new equator is.
