I would suggest instead it is the latest invocation of a known plan with predicted outcomes. Most likely simply incremental effort as part of the over arching plan.

So I think it is about energy and access reduction, reducing capability and density using a variety of methods.

The data shows that all three companies had a small number of deadly batches. It wasn't limited to a specific manufacturer or facility
