Initially predicting problems and more recently blaming any and all conceivable issues on the same.
So I think it is about energy and access reduction, reducing capability and density using a variety of methods.
This explains most of the moves made by the criminals that have sequestered power in a variety of ways via criminal enterprise and the mafia type of connectivity they operate with.
