Easy. Make an NGO...approach a group of important people and then say you want to support them....they will say what do you have....you say I can reach X people in Y countries for Z dollars per head and can guarantee a 5% gain in the polls in this area....I will need support from you though as I want to keep this on the up and up and I think there are too many regulations locally ..

You'd be surprised how easy it is to get a cosmopolitan metrosexual look, waltz into a local city or county or state government interview and get hired.
Federal government FBI office is probably a tougher job to get and has strenuous background investigation. So your argument there perhaps holds merit.
