Treatment and trained techs have improved significantly and those places would be a lot different if laws reflexed that. This july in Virginia if you send a genital picture to someone who probably didnt want it then you can get a misdemeanor. Also you can transport 3 gallons of alcohol instead of 1 across state lines. Im sure all states are like this. Legislation puts forward 5k house and senate bills and sees what sticks. In VA the are only in session for 60days. Starts in Jan. Im sure the majority or police stations are neither trained to deal with mentally ill, alcoholics, deescalation, or communication, and is why their are resists, harm to either party, or worse. Im sure there is a program that can help with this but legislators dont care to find what works and apply it everywhere.
