I think they still have a lot of work to do on the rest of the world. Places like Hong Kong, NY, Tokyo, etc.. all have the needed enslavement infrastructure and the type of mentality they need.
But other places which are less developed such as Pakistan, south America, Middle East still need a lot of work. Fast internet still not everywhere, electronic payments still not set-up everywhere. They still didn't manufacture enough drones or have the networks for them.
