Some reasons for this are: director wants some edits to improve the flow of the movie; some do it to clean up mistakes; sometimes a star demands late changes; some do it to change the length due to medium (over the years and technologies - laserdisc versus tape versus DVD, and also because there are different releases for TV, cable).
Star Wars alone has had many, MANY edits over the years for example.
Then there was China telling Disney to go piss off with LGBQT in the Buzz Lightyear movie. For once I agree with China.
Some but not all that much is done for psych op reasons. Specifically there is a bunch of politically correct BS in Hollywood that affects things. I agree that Hollywood does have a lot of political influence driving some things.
I think that video is a fake. If you open up both versions, and toggle, you will see that they are an exact copy aside from the braces, including the reflection in her glasses. No actor and film crew can shoot the same scene that exact, which means it's post work. And back then, it would have needed to have been done at great expense.

Well DUH, of course the later whited teeth version was a frame-edited copy of the braces one, where they painted white on the teeth framewise. They didn't reshoot the entire scene to make it. They simply scanned a set of frames in and digitally edited. That technology has been around in the movie industry now for decades.
As for the other way around, if the braces were a fake creation made from a white teeth original, no; the detail on the braces shows reflections off the metal that are exact and match the scene light sources. If you zoom in on still frames of the teeth it is clear the light is exactly natural and the braces are not painted on. It would take a lot of artist effort to fake the braces.
You didn't digitally edit things in the 80's. And from an editing point of view, I can assure you it's easier to add in braces, that are not prone to the uncanny valley effect, since they are not a natural part of the human body.
The practical answer to this, is that most of us watched the films on 352 × 240 TVs, which drastically degraded the image to below film quality back in the day. Which led us to seeing whatever we thought, namely that the nerdy girl had braces.

I HAVE a VHS tape of Moonraker put out in the early 1980s and it has the braces that I well remember. With great regret, I have to say piss off.
And I have 5 .pngs of braces on this system alone for editing. And I've never once needed to edit braces onto an image.
