To give a somewhat larger context, I've noticed that starting with the Vegas ghey op, the planners themselves started throwing out a dozen different "conspiracies" for each event. The element you have raised here would be one such shiny object for unwary conspiracists to pick up and argue with other conspiracists about.
The autists were getting too good and too quick at deconstructing the ops, so this technique was adopted as the response to that. If they can't get you to believe what the normies are told, then they will hand you a fat, juicy "truth" themselves. Just so long as they keep you away from reality.
Trust me, you're on the right track with the openness of your mind to novel perspectives. If you're pretty new to all this and if I may be so bold, here's a few items you might keep in mind as you examine and analyze events and think there might be shenanigans afoot:
If I could think up some lie or trick, why wouldn't they be able to?
If they would be advantaged by telling a lie or pulling a trick, why wouldn't they?
There is always a higher-level perspective to see things from.
