That there is neither a racial, nor even a genetic component at play, or the number would have changed. Nor is there a learned component, as the very basis of society and knowledge has changed quite drastically, yet again, the number seems to remain the same.
It's quite the philosophical, theological, psychological, and even the eugenical conundrum.
