It is a fallacy to believe that "The police are civil servants, we pay them with our tax money, they serve US!" No. Corpos, Politicians and private interest groups pay the police behind the red velvet curtains to silence dissent, create incentives for further crushing of rights and freedoms and to just generally get them in your pockets so you can throw them at problems as if they are pokemons.
This is probably nothing, but the only person to stop and put their hands up is the only person wearing (looks like) a fluorescent yellow shirt and almost everyone else is in dark clothing
