I think this propaganda is aimed at the pro vaxxers, they want them to feel superior to the unvaxxed and feel like they are the ones who will live while those refusing it are going to die. So that they can accept taking even more booster shots and create more division in society.
It is also a precursor for "merciful" killing. They know they can't take care of all the illness that will be generated soon and they need to start building up propaganda for merciful killing.
