If you cripple Russia's missile launch systems via cyberwarefare you can ensure they will not be launched. It reminds me of a tv show I used to watch called The Expanse. In it, the UN is an aging power, while Mars is technologically advanced but greatly outnumbered. Mars has stealth ballistic platforms loaded with Planetbuster Nuclear Missiles. They posed a great threat to Earth, and only a first strike by the UN was able to neutralize their threat, and even that resulted in one warhead getting through and killing 2 million people.

A targeted laser will absolutely sink an air craft carrier. The only defense is to take out the source of laser within the 1 second it takes to breach the bulkheads surrounding the fuel tank or the reactor.
I agree with most everything else you said though. But lasers are now ubiquitous in all major militaries, and the idea that they are only for defense is laughable.
