I said this in another thread and I'll say it here.They're caught between a rock and a hard place. His administration brought in this vaccine, if he didn't get it he would get absolutely ripped by the media and democrats for not having faith in his own vaccine.
His only play is to get it even if he thinks it's dangerous.
That being said there's no way you can verify whether or not that is a real vaccine or just a placebo so there's that too
Yes. Half the country (or more) believe vaccines are a cure. No vaccine is a cure. Only a deterrent. Some people are truly afraid and as a leader you have to consider them as well. So promoting it but not making it mandatory is the best option.
