I think it's more of an image thing for Trump to have that plausible deniability when saying these things. He always comes out smelling like roses at the expense of others. Regardless of how anyone can take that statement, Trump doesn't speak out for his supporters. He's mostly putting out statements that basically say, "look at Biden! What a failure! Sad!" Anyone can say a terrible thing that was never happening in the first place was prevented and I think Trump has been using this to try to gain an edge.
