This is what I think they are doing with 5G.

Graphena (spelling varies) graphene based nano antenna --- tunable to different frequencies --- very do-able.

Unique combo of frequencies in each shot acting as a RFID binary number.

Tower pings phone --- phone pings you --- phone reports back your set frequencies ---- positive ID and location on you (not just your phone).
