My experience with this is decades ago when my friends and family were young, and dumb. But, they did this to someone close to me when they knew they served a dead warrant. Then they kept, " forgetting" to put the person on the transport to court. ( before telecourt) They basically kept the person in jail when they knew they wouldn't be found guilty of the warrant. Once this person got to court, they were released due to the warrant being dead.
