In a lot of cases they do report the truth in a way to shape/control the narrative when it's coming out anyways. In this case, it's probably way more than 2,000... but soften up people a little bit so that when the news comes out that it's 20,000, people have already lost interest.

Except not. That phrase is used in practically every single publicly released DARPA/ONR/AFRL request for proposals and statement about what they do. It is an unbelievably commonly used phrase.

It's a total joke that says basically: (1) This is really important (2) lots of agencies need to work together on it (3) most of the stuff we see is explainable (4) some of it isn't and (5) more research is needed.

I don't believe the 70% number at all.

Even the local counties including places in NYC aren't at 70%. Bronx is reporting 38%, most counties are reporting around 40% (source: https://www.observertoday.com/news/coronavirus/2021/06/many-ny-restrictions-lifted-as-vaccination-benchmark-met/)

As far as disposal it does allow "Disposing of the remains in any other lawful manner that does not harm the environment, but only if the remains are reduced to a particle size of one-eighth inch or less." One could construe that to using it as food fertilizer, and I suppose nothing would stop people from doing that. But the title is really stretching it.
