For most of the history of that list, the modern concept of the nation state simply didn't exist. Nor did highly centralized national governments like the ones we were all born under. Dismissing the various regional and municipal polities on the list just because those regions are currently part of modern nations and not an entire nation is disingenuous and historically ignorant.
