The sun is not the atmosphere. The sun warms the top 3-5mm of ocean water surface, which outflows towards the poles where it cools down and sinks to the depths and travels back to the equator to well up in place of the mms of penetration that are moving away, where it gets heated and the process continues on its way. These conveyer belts of movement take thousands of years.
A moderator of this process is cloud formation. When the sun is at its worst in the hot months, the extra energy moves the top mm or so of water into the atmosphere where clouds are formed and reflects the energy of the sun, allowing the water to absorb less heat.
The atmosphere, by itself and without the water to form clouds popping up from the ocean, follows its own version of this process in much smaller and faster belts called haley cells. The sun can absolutely overwhelm the air's heat sink capability. But the air telegraphs its heat into space, not only from whatever energy the sun gives it, but also the radiation it absorbs after the sun warmed the solid surface and any energy it leeches from the ocean.
Do not fall into the trap of radiative physics when discussing energy distribution in a system dominated by convection.
The atmosphere cant heat the oceans. The thermal capacity of air is insignificant versus water (or any liquid) with a reservoir as large as the ocean.

They will and are required to take $5/month forever and never collect on those bills. And, if you are savvy enough to complain about $15 for your pill, they'll take 30-50% off on the phone - usually without even the theater of talking to a manager.
