The theorized application of nanomachines in the atmosphere, you mean? It’s just not possible to use effectively.
Why not?
Same way you can’t control the spread of a virus, and the same way you can’t paint a house by using spray cans in an open field miles away.
The smart part is they can direct it, nanotech stuff.
There is a minimum antennae size, below which your ornithopter must think for itself.
2020 they initially tried to spread it but like the moon program...plan B of faking it worked.
