This is false. Yagoda was the architect of the Trotskyist purge during his reign as leader of the NKVD, killing those loyal to Leon Trotsky...a person that, in an ironic twist, OP has repeatedly maligned.

Yagoda was executed after a show trial before the beginning of the Great Purge, and replaced with...a non Jewish leader who went on to perform the most bloody purge in Soviet history, killing over a million people.

Do you have a special revelation from the Spirit of Jesus Christ that a whole class of living Homo sapiens has sinned unto death irrevocably? Even if so, John doesn't say to stop praying for them, he only says that he gives no advice about that special case. But first you'd need to have evidence your judgment is a true special case and not just a knee jerk.
