Too easy.
Has already been happening, but has been voluntary thus far.
Demanding you bake in the CA heat or freeze in the TX cold "for the greater" good or some shit.
Which means they now have even more incentive to cause emergencies.
Why is there no power? It's not global warming; we know all about global warming and should have counter measures in place. It's inconpetence by the exact same people who will be taking advantage of "emergencies".

Aka within (en) work (ergos). Others cannot take energy from one unless one ignores being within energy...ignorance gives self away manually to another, hence a shirking of response-ability (free will of choice).
If being implies want (life) within need (inception towards death), then ignorance smooths the demand curve of being. One needs to resist wanted supply...not demand from one another.
To elect implies choosing; vehicle implies transmitting...ones consent to any suggestion by another transmits (vehicle) ones choice (electric) to a chosen one for the purchase price of selling self out.
Nature moving all perceivable through each beings perception implies an automated process...consenting to any suggestion by another implies complying to a request manually.
This is, of course, expected and surprises no one. At least, no one with at least half a brain working. Obviously this was why they pushed EV and smart devices, to control them. People that believe this was a discovery or an evolution of sustainability are gullible and probably already own these devices.
