All the pagans? Well that's a complete lie. And are you implying none of the Israelites came to Jesus? We know from scripture some did.
God can save people out of any people group, Jew or non-Jew.

According to the Bible Satan is the earthly ruler of this world, so we never had these great non-evil empires. Perhaps you are romanticizing some non-Jew empires. We had empires that enslaved and subjugated others, who's god was their bellies, who practice dark magic, etc.
Once empires had the means of international subversion they used it as a tool. They are all beasts (according to the bible) and living by the law of the jungle.
