Turned out its because the peel is about twice as buoyant as the orange, and there is a little air trapped under the skin as well, but thats not what makes it float.
You ever look at a orange peel? Looks much like cork material, im sure there is alot of air trapped in pockets in the skin.

There is enough air, trapped between the peel and the orange due to gases being released by the fruit to float the orange

Gravity is an unnecessary label given to the effect of the density of an object within a certain medium (air, water, sand, etc.).
With its rind, the fruit is more buoyant in water than without because it's density as a whole compared to that of the water is reduced.
