Your question is the same like: "If the devil rules the world then why are there people who hate the devil?" And the answer is the same: Because the devil and the Jews are doing things that people don't like.

There's no such thing as "the devil" it's the just identity we give to the force that creates evil. Call it the devil, but religions separate you from your spirituality and reasoning ability.
