Why not f.e. state scholarship grants for students to cover their loans in usual manner if education system is tied to loans and loan is something untoucheable?

They pay welfare a lot without any problems, so scholarship grants will perfectly fit, but here for whatever reason they want specifically "cancel loans".

Or "cancelling loans" means something else, not what it means literally?
