This map have absolutely nothing to do with Khazaria. Khazaria started right (east) to that map and it is not shown.
This map with some stretching could be a symbolic map of Pale of Settlement if you add Lwow and all south-west below to "Jewish area". This small region will show where Jews was allowed to settle in Russian Empire.

Khazar capital was where Volga flow into Kaspian sea.
Khazars raided neighbour states, but didn't settle anywhere except territory between Black and Kaspian sea.. All Western maps depicting that period either don't have Khazarian Kaganate at all, either show giant area where Khazars do their forays against neighbours, not the real state borders where they really settled and have strongholds and towns.

If you can't get what Khazarian Kaganate was - take a look at modern US. It structured just like Khazarian Kaganate, where Jews occupy all power and rule over non-Jewish population. Even behaviour of modern US is like behaviour of Khazarian Kaganate - it does not produce anything for trade with others, they just raid outside countries to get resources for existence.
