Every single time a government department fucks up they blame it on not having enough funding. In fact, if everyone in your govt dept wants a raise, all you have to do is fuck up and then blame it on lack of funding.
You basically get rewarded for fucking up in government.
Imagine if every time you fucked up in private sector, you got to blame it on lack of pay, and got a raise every time you fucked up your job. That's government.
When you work for government and you are GOOD at your job, you get pigeonholed and ignored or else coworkers try to get you fired for increasing pace or raising the standards and quality.
In this case, people were diverted away from Trump's event to go to some Jill Biden event they decided to hold on the exact same day, i.e. people not in on the plot were taken off the job.
