They tried to. Just take a look only on Hollywood production with all spectrum of their narratives carefully and unnoticeably entwined at the beginning and with throwing them into viewer face in recent times.
If they didn't need their narratives to be sold, then why so many efforts to do that, instead of just using that power you talk about?
It is much easier to manipulate people who fully believe in your lies, than to directly force them to do what you need. In former case you even don't need to do anything, herd will do everything by themselves, willingly and proudly.
Forcing their narratives on unwilling population will demand much more spending in a month than all their propaganda efforts in total. And I'm talking not about money.
