I just watched the first little bit and what came to mind is most of these pulses are in proximity to Air Force bases. It could have been done to confuse intelligence gathering by adversaries if we wanted to relocate aircraft without detection.

The blue is the response of the air to being heated by the microwaves; the blue is not THE microwaves. The doppler radar senses condition of the air only but not the microwave energy. The doppler detects the motion of the heated air mass. The blooming corresponds to and displays the expansion of the air. What we see is HAARP-like heating of high-level air.

Here are some of the techniques that are documented

1. Heating air with EMF to steer clouds
2. Using barium or other metal containing nano materials to cause geothermal heating
3. Same as 2 except it causes cooling/reflects light from sun
4. Clouds seeding to induce clouds to drop rain
5. Using high powered lasers to steer individual clouds or lightning

they have been artificially covering my Oklahoma skies for the first time, recently and often. The biggest day they did it was the morning right before the eclipse. Did it again bigger than hell today and the sky becomes completely blanketed. You can watch the whole thing unfold. I want those pilots names and addresses, immediately. This is war to block out my sun.
