It is really possible, that today, it is not "cartels" who deliver most drugs to the streets, but BigPharma. And BigPharma now getting rid of non-kosher rivals. Or may be "cartels" is just BigPharma thugs and shadow dealers. Seriously, Hollywood produced tons of movies about how easy and profitable to make drugs, everyone with few flasks, white coat and respirator could do it and make millions. And BigPharma will just pass by that enormous profits having everything necessary for mass production of drugs along with secrecy and legal protection from anything? No fucking way.
Channel 5 news is great check out the last two episodes specifically but Andrew does decent work although he still identifies as liberal despite conservative journalism.

Not all, but large ones or critical, like pharma absolutely have state ownership, in part or in full.
