With real fire testing, in real conditions with mud, cold, heat, dust, bad fuel and undertrained personnel and so on, up to using rival's weapons against some new device supposed to be accepted on the duty. If it does not withstand battlefield conditions and enemy weapons - it should not be accepted, it is completely useless for the real war. Big question - does western generals also participate in laundering military budget accepting all that modern crap like real weapons?
