This was the conspiracy in the Robocop movie. One problem with it is that many of the people implementing it actually live in those cities. Yes, they are “progressive” Democrats who are soft on crime for ideological reasons, but they have armed guards, live in nice neighborhoods if not gated communities, etc.
Yeah but those rich people don't live in the city the same way regular people do. Like you said they have armed guards/security/etc.; they take cars everywhere so don't have to worry about crime on the street, and can avoid crime ridden areas entirely.
Even in a crime ridden shithole city there will always be at least a few blocks of the downtown/financial district/etc. that are well policed and protected. The rich stay wherever it's safe and let the rest of the city go to shit to do the scam the OP mentioned.
The most obvious example of this was in (I believe) Philadelphia; where the government banned bulletproof glass; which meant that tons of shops in ghettoes couldn't operate and would either need to close down or risk having the clerks killed.

I agree. Most in power know intentionally they are destroying these cities. They are following Marxism which calls for the destruction of even small businesses and seizure of even poor people's homes. Capitalism on its own works too well and offers hope, they have destroy this to gain global power. Marx says that communism will never work unless it is world wide. They saw their window with covid and are doing their best to crumble every free society in hopes people beg for communism, equity, democratic socialism, redistribution of wealth what ever one ones to call it. I do think many of their voters however are ignorant to what is happening.
The few suggest the city system to tempt the many to surround a market at the center. This represents the inversion of being center (life) of surrounding (inception towards death), which is why the consenting many keep getting systematically destroyed by a few happy merchants and their suggestions.
Perceivable TRADE (path, track, course of action) implies from inception towards death...life within needs to resist wanted temptations, while others tempt one with suggestions to ignore resisting.
