They were likely spying on people to begin with, but it was costing them millions of dollars through software like pegasus.
This way they can tap whoever they like and not worry about the associated cost. Just a simple firmware update for any phones in that region im sure.
On a side note, looks like canada bugged my spouse's phone, and her friend is claiming her phone is tapped now as well. They are all connected to the uk defense network.
