The real goal is a neverending war intended to drag on as long as possible before the Ukranian government gets backstabbed by the US and all of Ukraine gets annexed to Russia.
It's a WWE match, nothing more, nothing less. There is no effort from Russia to decisively stop this after a while because the scenario is scripted.
