I'm not sure about the background on this issue 'french kid reintroduces measles to Costa Rica 5 years after the country eradicated the disease'.
I don't know if that means the entire population is vaccinated (in which case, OP is right that they blame unvaxxed when vaxxed should be protected)... (There are many cases of vaccinations actually causing an outbreak of that very disease) . Or if the country just had essentially zero cases reported / going into the health care system.
To compare, most western countries had essentially eradicated all those old diseases like TB. And recent generations have never had TB etc vaccinations because it was unnecessary. Then in the last 30 years or so, TB etc has been reintroduced to our countries due to mass immigration. They no longer check or care if people come in diseased.
Granted, now we understand vaccines don't work, so maybe our populations had just acquired immunity and are now exposed to new pathogens / varieties of the old diseases.
Or maybe the western immunity was due to a higher quality life style with good nutrition, low stress, vacations, air, water quality available to everyone. And now most people have poor nutrition, air quality, chemical fluoride water, and are genetically much weaker due to generations of invisible chemical, hormonal and biological warfare.
I am now curious about how people who don't believe in viruses would explain new TB cases after mass immigration. Morphic resonance?

It's two different issues. You are correct about many cases of vaccines causing outbreaks. Especially in Africa with the Gates Foundation. There's also a history of people not vaccinating, but then traveling to places that are used to the issue. They bring the virus home, and the kids go to school with a mutated virus the students aren't vaccinated for. Reading the papers, it's always the unvaccinated travelers that bring something home.
Not shutting down travel proves to a whole lot of people that the spread of covid was intentional.
Just like when I got Rubella days after my required shot of MMR for college. "Oh you were exposed to it before it kicked in."
