There's also a history of people not vaccinating, but then traveling to places that are used to the issue. They bring the virus home, and the kids go to school with a mutated virus the students aren't vaccinated for. Reading the papers, it's always the unvaccinated travelers that bring something home.
Not shutting down travel proves to a whole lot of people that the spread of covid was intentional.
