So you never visited a lock or a dam. Gate is for ships. Imagine what will happens with ships in a lock if you will level it opening gate. :) Water leveling in a lock is done through the exactly same mechanism with floodgates in the bypass channel.

The Thames barrier for example the French and the Scottish have some amazing locks.
But as far as dams went that wasn't a lock. It didn't allow boats through. It didn't release the tide, or cause tolls.
