any cop that continues to use force against someone who has stopped fighting has stepped out from the protection of their badge and made themselves an undue hazard to American citizens. our Declaration of Independence was very clear about noting what rights and even duty Citizens have when agents of the state make themselves an undue hazard to the honest and peaceful pursuit of life, liberty, and happiness.
