That's not true. Yes, Tsiolkovsky put a basement for modern rocket tech in Russia, but that was only theory, practice began decades later. West had their own rocket tech and traditions, mostly from Third Reich, that developed rocketry in parallel with USSR. USSR and Germany even cooperate in 1930s in that field.
After WWII rocket tech divided into two separate branches. Every single rocket today is a successor to Third Reich or USSR tech or a combination of both, f.e. Russian engine with Western body.
The west and nato have not developed anything usable in the past 20 years that I know of.

I think it was more financial decision than technical. Why order development of overpriced engines on the West when you can buy cheap Russian ones and put the difference in the pocket?

He was in Russia twice and look for empty ballistic missiles for a decent price, however, he didn't take in account that rocket itself is not the most expensive thing in the whole rocket launch system. Russian engines are used in Atlas V rockets and many other Western projects. Interesting that few years before 2020s shitty mess, US rocket manufacturers fill their stocks with RD-180s, like they know what's coming beforehand. However, Musk finally accepted that he had to spend a lot if he want to enter space industry and decided to develop his own engines. It is a sane decision, it is always better to own crucial tech than to buy it from somwhere. I don't know if he designed his own engines or copied Russian ones for Falcons, but it does not really matter. His decision was correct.
