Is Carter a moral man, fairly so, I suppose as leaders go. If he was ruthless, it would have been to advance mostly the wrong things, so I am glad he wasn't.
He was ineffective, but in good economic and cultural times, a man like him as president would have succeeded and been remembered fondly. American in 1976 was in many ways, worse off than it is now.
Washington, and Ike, as two examples, were not "ruthless" per se, and were good presidents.
