There's many more barriers to getting on a ballot other than merely paying a high fee. One example is the requirement to obtain signatures in some states.
Libertarian candidate couldn't get on the ballot in Oklahoma due to signature threshold. Colorado changed that law recently to add a signature component. It all but ensures you only get an R or D to choose from and solidifies their power
