Would it not make sense that the earlier strains would have been tested for its ability to spread and not how sick it makes people?

I know they did kill people with remsdivir, by giving it to them without testing their kidney function, anyone with reduced kidney function and didnt know, would have had their kidneys destroyed when the organs failed to filter out the medication properly.
The giveaway here is that it comes out of the Department of Energy. So they're in charge of nuclear accelerators, viruses and petroleum? Does this make sense to anyone?
