So they get a literal flood of water and still end up in a water shortage. The irony here.

But river water coming into what he said was an already “very fragile water treatment facility” meant it needed to be treated differently and resulted in a reduction in water going out into the system, he said.

Is this even a first world city? Acting like you don't know how to treat water.

Who is responsible for such city infrastructure in US?

In Russia it is mostly local state who owns reservoirs, pumping and filtering stations, pipes and all that stuff. That enterprises earn money from clients - citizens and businesses, but, if necessary state budget will provide finacial and administrative support. Of course there are some stealing and corruption, but I didn't recall any case when all money was stolen to the level of total infrastructure fall. Even most greedy and criminal mayors and governors are sane enough to not destroy basic infrastructures.

yup. and at some point, your average utilities/maint./construction worker is going to stop putting in extra effort when the locals are fucking things up or stealing equip right off the truck. or outright making threats to the crews.

most infrastructure for water and highways is owned/managed by local or state gov. Varies some from state to state. Electric power/distro and oil/gas is usually owned/managed by private interests (obligatory "FUCK YOU PG&E!!!").

This shit is no joke. I don't know if they are draining the aquifers into deeper aquifers to kill everybody or how the fuck it's possible for this kind of shit to be happening everywhere around the world all of a sudden. It's always possible somebody is just turning a spigot off somewhere and they are creating lies/hype like Covid, but don't take this shit lightly. Give yourself at least 4 jugs of 5 gallons of water per person in your house, you can just keep it in the garage. Also get yourself a Berkey filter and / or 1 Sawyer Squeeze water filter per person if you have year-round ponds nearby.

They've been on "boil water notice" for the past 30 days and now both their primary pumps have failed. This is a slow moving train wreck. I assure you, the engineers saw this coming, so why / how did it happen? Someone has been squeezing budgets, supplies, parts, etc. to make this sort of failure cascade inevitable.

The same thing is happening with water supply in the Western USA. They've increased outflow from the reservoirs to run them dry.

The same thing is happening with fertilizer around the world. They're cutting back on shipments by 20-30% to create a food supply crisis.

Why? Who? How? That's the conspiracy.
